Peterson was sentenced to death in 2005 after being convicted of killing his pregnant wife, Laci Peterson, in a case that attracted national attention. Schubert said claims were also filed in the names of multiple notorious convicted murderers, including Cary Stayner, convicted of killing four people in Yosemite National Park in 1999; and Susan Eubanks, a San Diego woman convicted of killing her four sons in 1997.

In some cases, prosecutors were tipped off by listening in on recorded phone calls from prison as inmates bragged about how they were gaming the system to collect unemployment benefits.
